The funding for the 2009 Illinois Textbook Loan Program (ITLP) is $42,826,500 which means the allotment for schools will be approximately $40 per student. The 2009 ITLP covers grades 7 through 12.
The “vendor package” with instructions for the program was sent September 1, 2008.
Ordering school materials for the 2009 ITLP will begin in January 2009 and end March 15, 2009. In January 2009, school administrators will be notified in regards to school allotments and other pertinent information for the program.
All schools must utilize the ISBE Web Application Security (IWAS) system to request materials in the ITLP. If you need assistance with IWAS, call the IWAS help desk at 217/558-3600.
Overview
The Illinois Textbook Loan Program was authorized in 1975 legislation to provide textbooks free of charge to any public or nonpublic student enrolled in grades K-12. Illinois is not a “textbook adoption state” and this program is not part of a funding program of that nature. Curriculum material selections in Illinois are the decision of each school or local district. The state purchases the materials selected by the district/school and then loans the materials to the school for student use. The program funding is intended to provide supplemental dollars for student materials and does not provide total funding for all instructional materials.
To participate, schools must be registered with the Illinois State Board of Education (ISBE) as in compliance with the compulsory attendance laws and Title VI of the Civil Rights Act. Legislation in 1996 specifically added instructional computer software to the textbook definition. The publishers’ titles include only those items that meet the definition as required by the legislation. However, the definition does not include classroom supplies, consumable items, workbooks, tests, periodicals, reference items, atlases, maps, globes, or materials for teachers.
2009 Illinois Textbook Loan Program
The 2009 ITLP is targeted for eligible students in grades 7-12. The total appropriation is $42,826,500. The per-student allotment is based on the 2007 or the latest enrollment data for the end of September as submitted to the ISBE for grades 7-12. It is anticipated that the per student allotment for 2009 is approximately $40. This number could change due to some schools not using their entire allotments, vendors lowering prices and dropping unavailable titles, or dropping/eliminating shipping charges. Due to these unforeseen circumstances, we strongly recommend that district/school submit their requests totaling 5% over your projected allotment.
Ordering school materials for the 2009 Illinois Textbook Loan Program (ITLP) will begin in January 2009 and end March 15, 2009. Staff entering requests should be certain their request is prioritized with the most important needs entered first. Everything requested beyond the allotment is a “wish list” of items with no guarantee of purchase by the program. (Example: If your allotment is $170 and you submit your request for 5 $25 items and 1 series for $100, you will receive the 5 $25 items but not the series. However if you listed the series first followed by the 5 $25 items, you would receive the series and a portion of the 5 lower priced items.) Requesting big dollar items beyond your allotment instead of single or multiple copies of titles is not likely to result in receiving additional titles.
Schools have the flexibility to select their curriculum needs from thousands of items, including textbooks, manipulative, and both online internet resources and instructional computer software. Theses are available from about 100 publishers/vendors participating in the program.
The ITLP system permits searching by the thirteen digit ISBN, publisher name, subject areas, title key word, type of material, and various combinations of these. These search results can each be printed out as needed; however, this is a data file with many thousands of titles to search. Your search results may overwhelm your printer and paper supply. The quickest and best search tool is the ISBN number.
Timelines
September 1, 2008
- Vendor Package sent to all interested vendors
October 1, 2008 – October 31, 2008
- Vendors upload instructional material offerings into the ITLP system via IWAS.
January 2009
- School Package sent to all eligible schools
January 2009 to March 15, 2009
- Districts/Schools submit their instructional material requests into the ITLP system via IWAS.
After March 15, 2009
- Purchase orders initiated and sent to those participating vendors for delivery to schools.
April 2009
- An ORDER RECAP FORM and DELIVERY CONFIRMATION FORM(S) will be sent to the school administrators.
- The RECAP FORM indicates the books ordered for the district/school. This form is for district/school information only.
- The DELIVERY CONFIRMATION FORMS are to be returned to ISBE once the district/school is in receipt of the instructional materials purchased through the ITLP.
It is vital that the Delivery Confirmation forms are returned to ISBE. ISBE can not process vendors’ invoices until the ITLP program receives Delivery Confirmation Forms from the districts/schools. Forms may be mailed to:
